1. ORGANISING AUTHORITY
The Organising Authority (OA) will be Yacht Club Langenargen e.V. and Match Race Germany GmbH.
2. VENUE
The venue will be Langenargen, Germany.
3. EVENT GRADING
The event is an ISAF Grade W event. This grading is subject to review by the ISAF Match Race Rankings Sub Committee. The event may be re-graded when there is clear reason to do so.
4. PROVISIONAL PROGRAMME
4.1
(a) Race office open from 0800 – 1800 on Wednesday 23 May.
(b) Registration from 0800 – 1800 on Wednesday 23 May.
(c) Crew weighing from 0800 – 1800 on Wednesday 23 May.
(d) Practice from 0900 – 1300 and 1330 – 1730 on Wednesday 23 May.
Session times will be allocated by the OA. Please contact the OA to a time.
(e) First briefing at 1800 on Wednesday 23 May in the main tent.
(f) First meeting with umpires will follow the first briefing.
(g) Opening Ceremony at 19.30 on Wednesday 23 May.
(h) Racing days from 24 to 28 May.
(i) Time of the first race each day will be approximately 0900.
(j) Daily press conference 30 minutes after the last race of each day.
(k) Prize giving will be on the final day immediately after racing.
4.2 Unless excused by the OA, attendance at the following is mandatory:
(a) Initial briefing for skippers.
(b) Daily briefing, for skippers.
(c)Photo shoot with whole team in team clothing after weigh in.
(d) Daily press conferences, for skippers sailing that day.
(e) Regatta dinner, for skippers.
(f) Prize giving for the final skippers and crews.
(g) Guest and sponsor Regatta.
(h) Meeting Sponsors
5 SKIPPERS ELIGIBILITY
(a) 12 skippers will be invited. Only skippers invited by the OA or the APWM-Tour will be eligible to enter this event.
The Alpari World Match Racing Tour Invite Policy shall apply. Invitations will be issued to:
1 Skipper Qualifier Berlin Match Race 2011.
1 Skipper Qualifier German Championship 2011.
(b) The registered skipper shall helm the boat at all times while racing, except in an emergency.
(c) To remain eligible a skipper shall confirm acceptance of invitation in writing, (fax or e-mail is acceptable) to be received by the date specified on the letter of invitation. Tour Card holders shall also confirm their participation to the Tour Office.
(d) A non-refundable entry bond of €300 shall accompany the acceptance of invitation for this to be valid.
(e) All competitors shall meet the eligibility requirements of ISAF regulation 19.2.
(f) All competitors shall obtain an ISAF Sailor ID by registering online at www.sailing.org/isafsailor.
Skippers shall inform the OA of their ISAF Sailor ID at registration.
6 ENTRIES
6.1 The skipper shall be entered on completion of registration, crew weighing and the payment of all fees and deposits. All payments shall be made by credit card/local currency/cheque.
6.2 Entry Fee
A non-refundable entry fee of €300 shall be paid at registration.
6.3 When a skipper accepts an invitation and later withdraws within one month of the event or leaves the event before the end without written approval from the OA, a zero score may be applied to their ISAF Ranking points for that event by the ISAF (ISAF Regulation 27.2.2(d)). In addition the World Match Racing Tour may deduct points from the skippers overall Tour standings.
6.4 Damage deposit
(a) An initial damage deposit of €1.500 shall be paid at registration, unless extended by the OA. This deposit is the maximum payable by the skipper as a result of any one incident.
(b) In the event of a deduction from the damage deposit is decided by the OA it may require that the deposit be restored to its original amount before the skipper will be permitted to continue in the event.
(c) Any remaining deposit after the event will be refunded within 10 days after the event.
7 RULES
7.1
(a) The event will be governed by the rules as defined in the RRS, and including Appendix C.
(b) The rules for the handling of boats will apply, and will also apply to any practice sailing and sponsor races.
Class rules will not apply.
(c) Any prescriptions of the national authority that will apply shall be posted on the official notice board.
7.2 Major Alterations to the RRS
Alterations to the RRS including changes authorized by ISAF under RRS86.2 are listed in Appendix 1 of this Notice of Race.
7.3 An International Jury (IJ) will be appointed in accordance with RRS Appendix N.
7.4 The OA may place an observer on each boat to provide information to the umpires.
8 BOATS AND SAILS
(a) The event will be sailed in Bavaria 40 S Match Race Germany Edition type boats.
(b) 7 boats will be provided.
(c) The following sails will be provided for each boat:
Mainsail, Jib, Spinnaker.
(d) Boats will be allocated by draw, either daily or for each round as decided by the Race Committee.
9 CREW (INCLUDING SKIPPER)
(a) The number of crew (including the skipper) shall be 5. All registered crew shall sail all races.
(b) The maximum total crew weight, determined prior to racing shall be 437.5 kg, when wearing at least shorts and shirts.
(c) When a registered skipper is unable to continue in the event the OA may authorise an original crew member to substitute.
(d) When a registered crew member is unable to continue in the event the OA may authorise a substitute, a temporary substitute or other adjustment.
10 EVENT FORMAT
(a) The event will consist of the following stages:
Stage 1:
Qualifying (Single Round Robin)
The highest ranked skipper shall qualify for stage 3.
The skippers ranked 2-7 shall qualify for stage 2.
Stage 2:
Shortened Quarter Final with 6 teams.
The second highest ranked skipper from stage 1 shall choose their opponent. The
next highest ranked skipper who has not already been chosen shall choose their
opponent and so on.
Stage 3:
Semi Final
Stage 4:
Petit Final
Stage 5:
Final
(b) The OA may change the format, terminate or eliminate any round, when conditions do not permit the completion of the intended format.
11 COURSE
(a) The course will be windward/leeward with starboard roundings, finishing downwind.
(b) The intended course area will be outside the village marina on Lake Constance in the proximity of Langenargen.
12 ADVERTISING
(a) As boats and equipment will be supplied by the Organising Authority ISAF, regulation 20.4 applies. Each boat will be required to display advertising as supplied by the OA.
(b) Competitors may be permitted to display advertising ashore at the venue, but this is subject to individual negotiation with the Organising Authority and prior application in writing.
(c) Boats shall not be permitted the right to protest for breaches of any rules regarding advertising (amends RRS 60.1).
13 PRIZES
(a) The principal prize for first place will be the Match Race Germany Trophy presented by the Yacht Club Langenargen e.V..
(b) First prize - $US 10.000
Second prize - $US 8.000
Third prize - $US 7.000
Fourth prize - $US 6.000
Fifth Prize - $US 5.250
Sixth prize - $US 5.000
Seventh prize - $US 4.500
Eighth prize - $US 4.250
(c) These prizes have been approved by the national authority. There will be prizes for the top 8 finishers. The total cash prize purse is $US 50,000. This amount is the gross amount, 20.5% will be deducted due to the German Tax Law for competitors with no residence in Germany. For competitors running a business in Germany there will be a deduction of the V.A.T, which is currently 19%. For German residents starting as private persons no deduction will be made.It is their obligation to state this to their tax authorities. See Appendix 2.
(d) ISAF has been notified of these Prizes.
(e) The OA may reduce a prize in the case of misconduct or refusal to comply with any reasonable request, including attendance at official functions.
14 MEDIA, IMAGES AND SOUND
14.1 If required by the OA:
(a) Television personnel and equipment (or dummies) supplied by the OA shall be carried on board while racing.
(b) Competitors shall wear microphones supplied by the OA during racing and be available for interviews when advised by the OA or RC.
(c) Registered skippers shall wear communications equipment supplied by the OA that will allow commentators to communicate with them whilst racing.
14.2 Competitors shall not interfere with the normal working of the OA supplied media equipment.
14.3 The OA and the World Match Racing Tour shall have the right to use any images and sound recorded during the event free of any charge.
15 COACH BOATS
(a) Coach boats shall conspicuously display identification of the team being coached. A coach boat is any boat that is under the direction or control of a person gathering information or giving material support for the benefit of particular competitors either on the water or off.
(b) The organisers will provide berths for coach boats.
(c) Any interference by a coach boat with the racing or event organisation may result in a penalty applied at the discretion of the IJ to the appropriate skipper or team.
16 OTHER REQUIREMENTS
(a) Each team is requested to provide a national flag approximately 60cm x 100cm for display from the stern of the boat.
(b) Each team is requested to provide their national anthem on CD or as an MP3 file.
17 DISCLAIMER
All those taking part in the event do so at their own risk. The OA, its associates and appointees accept no responsibility for any loss, damage, injury or inconvenience incurred, howsoever caused.
According to German law
The responsibility for the helmsman to participate in a race or to continue with it is solely with him, to that extent that he also takes the responsibility for his crew. The helmsman is responsible for the qualification and the correct nautical conduct of his crew as well as for the suitability and the transport-safe condition of the registered boat.
In cases of Force Majeure or on grounds of administrative orders or for safety reasons, the organizer is entitled to make changes in the realisation of the event or to cancel the event. In these cases there does not exist any liability for compensation of the organizer to the participant.
In case of a violation of obligations that do not constitute primary respectively material contractual duties (cardinal obligations), the liability of the organizer, no matter because of which cause in law, for material and property damages of all kinds and their consequences that arise to the participant during or in connection with the participation in the event resulting from a conduct of the organizer, his representatives, servants or agents, is restricted to damages that were caused wilfully or grossly negligent. When a violation of cardinal obligations occurs, in cases of simple negligence the liability of the organizer is limited to foreseeable, typically occurring damages. To the extent that the liability for damages of the organizer is excluded or restricted, the participant also relieves the staff - employees and representatives, agents, servants, sponsors and individuals who provide or drive salvage, safety or rescue vessels or assist with their use - from the individual liability for damages, as well as also all other individuals who were instructed to act in connection with the realisation of the event.
The effective racing rules of the ISAF, the regulations of the invitation to the competition and the sailing instructions are to be complied with and are expressly recognised.
18 INVITATIONS
Entries will only be accepted from invited skippers. If you wish to be invited please register your request for an invitation as soon as possible with the OA or the Tour by completing the attached form.
